- Description: In communities that straddle a frontier, cooperation is a habit before it is a policy.

On the high road between two countries, a village shares its bakery, its school bus and, for much of the year, its weather with a village on the other side. The frontier runs through a meadow, and nobody remembers precisely which part.

Researchers who study such places say they are not unusual. Where a border cuts through ordinary life, residents tend to develop informal agreements: who plows the road, who repairs the bridge, whose children use which school.

“The agreements are rarely written down,” said one scholar of border communities. “They survive because they are useful, and because people have learned that the neighbour who is annoying today is the one who will lend a ladder tomorrow.”

Governments, she argues, could learn from the pattern. Trust built at the level of a bakery is not a substitute for diplomacy. But it is often where diplomacy begins.
