# Budget Vote Puts Maintenance Ahead of Ribbon-Cutting

Ferrymoor council voted 9 to 4 last night to protect its repairs budget before allocating a penny to new projects, ending a decade in which maintenance was the line most likely to be cut when money ran short.

The motion, brought by a cross-party group of ward members, requires the council to set aside the full cost of keeping existing roads, bridges, libraries and housing in working order before any capital project can be considered. Supporters called it “the boring reform that makes every other promise believable.”

## What the opposition said

Opponents argued that the rule would delay a new swimming pool and a long-promised cycle route. “We are asking residents to wait for things they were told were coming,” said one member. Another warned that a rigid formula could force repairs that are not yet urgent while genuinely new needs go unmet.

## Why it matters beyond Ferrymoor

Auditors have long noted that deferred maintenance is the most expensive kind of saving: a repair postponed by five years typically costs several times as much. But the incentives rarely favour fixing things. A new building offers a ribbon and a photograph; a re-laid drain offers neither.

The council will publish its first maintenance backlog report in January, and has promised to name an officer accountable for each major asset. Whether other authorities follow may depend on what that report finds.
