# A City Rediscovers Its Public Rooms

The reading room is full before lunch. Some visitors have books open; others are charging a phone, finishing an application or simply waiting somewhere warm. Nobody is asked why they are there.

This is not evidence that the library has lost its purpose. It is evidence that its purpose was always larger than the shelves. As other free indoor spaces have disappeared, from shopping arcades to waiting rooms, libraries have become the place a city keeps for people with nowhere else to be.

## A generous kind of building

A good public room asks little of the people who enter it. There is no ticket, no minimum spend, no expectation of productivity. That generosity now feels both old-fashioned and urgently contemporary.

Librarians describe a changing day. Mornings belong to parents and job-seekers, afternoons to students, evenings to people who simply want a quiet hour. The challenge is no longer whether the room is used but whether it can keep up.

Funding remains the difficulty. Opening hours were cut in many places a decade ago and have only partly returned. Several cities are now treating those hours as infrastructure rather than as a cultural extra, and are budgeting for them accordingly.
